Commercial Manager
Location: UK
The role: We are looking to appoint a Commercial Manager, to manage the commercial and procurement activities for our Major Projects, ensuring the provision of goods, services, and works, within the public procurement regulations required are provided effectively, efficiently, and in a timely manner.
The Commercial Manager is a key role in the commercial function at the OPA, who’s role is to manage the procurement and commercial contract requirements, and to support the delivery of engineering projects, managed by Major Projects from conception to completion, that are undertaken in a high hazardous regulated environment, CoMAH or equivalent. Projects can be UK based or overseas.
There is a strong focus on collaboration across OPA business units, as well as external stakeholders, to get procurement programmes right from the start, to lay the foundation from successful execution to delivery.
Ideally based at Gosport, other locations can be considered as we have OPA sites in England & Scotland, with options for hybrid working.
As some occasional travel to other sites may be required, candidates will need to have a full (preferably clean) driving licence.
Responsibilities include:
- Managing the commercial requirements for the supply of goods, services and works to support engineering projects for Major Projects including procurement, contract award and proactively contract management.
- Managing contract variations and the change management process including commercial risk assessment in collaboration with the Quantity Surveyor team and other functions within the OPA.
- Negotiating with suppliers and administering contractual T&Cs.
- Manage the finalisation of supplier’s payments and to close out claims for major projects in conjunction with Quantity Surveyors and Finance.
- Preparing regular commercial reports for management and managing a pipeline of future projects.
- Working with stakeholders to ensure compliance with all relevant health, safety, and security requirements.
- Ensuring that the supply of good and services support the delivering projects on time, within budget, and to the highest standards.
- Escalate serious issues to the relevant senior management.
The candidate: Candidates must have proven experience as a Commercial Manager in a similar role, and hold relevant professional qualifications, have excellent detailed working knowledge of public procurement legislation, policies, and processes, and be able to demonstrate commercial acumen, with experience of working in an environment subject to external regulations, preferably in oil and gas or other high hazardous industry.
You will need to have strong leadership and team-building abilities, and be able to evidence continual professional development.

- Knowledge of Delta Source to Contract (S2C) system (or equivalent)
- Knowledge of Microsoft Dynamics Purchase to Pay (P2P) system (or equivalent)
