Process Safety Engineer
Location: Remote / Home based
The role: We are looking to appoint a Process Safety Engineer on a 2-year FTC (fixed term contract) to provide process safety and risk management support. With a strong emphasis on DSEAR technical input to the Functional/Line Managers within OPA and wider Defence, through the application of risk management tools, provision of process safety advice, and the development of DSEAR assessments, to industry standards, by implementing or participating in the hazardous area classification of sites, assets, and/or infrastructure.
The successful candidate will need to participate in site visits, processes, and workshops, to improve compliance to DSEAR legislation and relevant good practice.
The job will require the post holder to build strong positive and creditable working relationships with all stakeholders, including particular emphasis with the OMCs, (Operations Maintenance Coordinators), Fuel Depot Managers, Operations & Engineering functions, in addition to Defence partners, such as DIO (Defence Infrastructure Organisation). The ability to liaise with people of differing levels both externally and internally ranging from the Competent Authority (HSE/EA/SEPA), OPA Management and Leadership Teams to wider Defence and site operatives is essential.
Due to the assets being managed covering sites across, England, Scotland, and potentially overseas, it necessitates a significant amount of travel and need to spend nights away from home in order to carry out the duties required. Therefore, a full (preferably clean) driving licence is essential for the successful candidate. There will also be occasional overseas travel when required.
Responsibilities:
Include, but are not limited to:
- Lead and support DSEAR risk assessments across multiple sites to compliant industry standards.
- Perform hazardous area classification and zoning studies, including the review of ATEX-rated equipment.
- Assist with the development and maintenance of DSEAR Assessments and Hazardous Area Classification assessments for all relevant OPA controlled sites/assets.
- Conduct site inspections to evaluate DSEAR compliance and identify improvement opportunities.
- Provide technical guidance on ignition source control, ventilation, containment, and segregation strategies.
- Ensure risk mitigation, safety and effectiveness of design and operations through legislative compliance.
- Provide regular reports on progress and performance against plan, to internal and external stakeholders to facilitate learning and continual improvement.
- Where opportunities allow, assist in identification and management of risk factors and the principles of ALARP for COMAH/MACR sites by facilitating and/or participating in assessments such as;
- HAZOPs/Design Reviews/HAZIDs
- Human factor (HRA) assessments
- Hazard & Effect Registers (HERS) / Bowties
- Occupied Building Risk Assessments (OBRAs) / Credible Fire Scenario assessments.
- SIL / LOPA assessments
- Promotion of the delivery of key health, safety, environment and quality targets and success factors for OPA core business functions.
The candidate: Candidates will Ideally have a degree in a relevant Engineering discipline, eg Chemical or equivalent (eg: Mechanical, Electrical) with extensive knowledge (minimum of 5 years) around hazardous areas with a strong record of completing hazardous area classifications and associated documentation.
Required Knowledge / Skills / Experience:
- Strong understanding in hazardous area classification / determination.
- Strong knowledge of DSEAR documentation including risk assessments, zone drawings, hazardous area classification, and design documentation in accordance with EN (phone number removed) and IP 15.
- Strong understanding of DSEAR legislation, ATEX directives, and familiarity with IEC standards and British standards.
- Experience in process safety and working in high-hazard environments.
- Strong attention to detail to ensure drawings are accurate according to specifications.
- Communication and interpersonal skills to collaborate with engineers and other professionals.
- Time management skills to work with multiple projects and competing deadlines.
- Knowledge of engineering practices and industry standards.
- Strong communication and collaboration skills to work effectively with different teams.
