NPU Supervisor required for my client based in Leicester
Job Purpose
To support the Notice Processing Unit Team Manager to develop and deliver effective and efficient administration services relating to Civil Parking Enforcement including processing of legislative notices and residents parking permits. Responsibility for the management of the councils Camera Enforcement Vehicles and associated penalties. The role involves planning, providing responses and advice, and supporting the Team Manager in the management of the team including workload assignment and progress, staff training and development and budget management.
Responsibilities
- To ensure that the services are delivered for the benefit of the people of Leicestershire.
- To be responsible for maintaining effective partnerships and working relationships with statutory, voluntary, private agencies and communities to promote and meet the Council’s and Department’s services and objectives.
- To ensure activities are delivered in the most efficient and effective manner as possible.
- To be responsible for strategic and technical advice to Members, partners, customers and stakeholders to ensure appropriate communication and dialogue takes place; including writing reports.
- To support the performance management of services and teams through the departmental business planning process to drive continuous improvement in the delivery of Departmental and Service outcomes; monitoring and reporting on progress as required.
- Supporting and deputising for the Team Manager in the day to day management of the team, its workload, training needs, budget and work programmes. Maintain good partnership working with district and borough stakeholders.
- Carry out all day to day management and supervision of a team processing Penalty Charge Notices (PCN’s), Residents’ Permits and Camera Car Enforcement. Ensure that the team works efficiently under the debt recovery process up to the point of full debt recovery by Enforcement Agents, meeting all legislative and local deadlines.
- Maintain and develop policies and procedures relating to processing of permits and PCN’s including the implementation, monitoring and review of administrative and information systems including CCTV.
- Responsible for dealing with Highway Management System enquires on behalf of the team.
- Provide guidance to staff on informal and formal PCN appeals. Manage the investigation, preparation and production of correspondence and detailed case histories relating to the work of the Unit and representing the Council at complex adjudication appeals and Court hearings.
- Ensure safe systems of work are in place and ensure corporate Health & Safety policies are being applied routinely.
- Responsibility for uploading new Traffic Regulation Orders (TRO’s) and other documents to the Traffic Penalty Tribunal website or case management system.
- Undertake performance management of the team, carrying out APR’s and ensuring development needs are met to support service and corporate goals.
- Ensure that the reputation of the County Council is maintained.
- Support the Notice Processing Unit Manager in ensuring the on-street enforcement resources are managed in an effective manner in line with the Council’s policy.
- Prepare and present reports for various aspects of the service. This will include reports for Senior Management, Cabinet, Lead Member, PATROL etc in addition to regular statistical information to assist in the management of the Unit.
- Independently represent the team and department at meetings, hearings, user groups and forums either solely or in conjunction with other officers as appropriate to the duties and seniority of the post, including Operational Liaison Group and Parking Board meetings.
- To deal with queries, complaints and FOI queries from customers both internal and external.
- Liaise with schools, businesses, police, elected members and other interested parties to ensure good working relationships and to facilitate harmonised cross party working to the wider community.
- Respond to queries from members of the public, elected members and other interested parties in a constructive and professional manner, and dealing with media enquiries both in writing or verbally.
- To participate in recruitment, induction, training and development programmes to help develop the service and ensure it has the skills it needs to deliver its forward programme.
- Such other duties required by the Team Manager commensurate with the duties and grading of the post.
- Responsible for protecting and managing information securely, and reporting breaches or suspected information security breaches, in line with Council policies.
Qualifications
ILM3 / NVQ Level 4 (Business & Administration) with documented relevant and recent management experience.
Experience:
* Substantial relevant experience in managing/supervising staff including performance management
* Working in partnership with other areas of an organisation and external stakeholders
* Demonstrate experience of managing work programmes and budgets
* Experience of dealing with irate or distressed customers and able to respond confidently and skilfully with understanding and diplomacy whilst maintaining an objective and professional stance
* Representing the Department at a senior level
* Problem solving and analysing information
* Effective service planning and delivery
* Developing and influencing relationships with internal and external stakeholder and partners
