Title: Programme Management Officer
Contract Type: Permanent, Full-Time, 35 hours
Salary: Starting from £42,149 per annum (London weighted salary) or £37,573 per annum (Regional salary), dependant on experience
Grade: 8
Reporting Office: London, Stratford or Manchester, Trafford
Persona: Agile Worker: 20% - 40% of contractual hours to be worked from reporting office/working location (hybrid working)

We are looking for a new Programme Management Officer to join our team. In this role, you will move beyond administrative assistance to provide independent oversight. You will serve as the primary quality checkpoint for project status updates, stage-gate documentation, change controls, and RAID logs-with the authority and confidence to challenge and return substandard documentation up senior leadership level.

We are looking for a PMO professional who brings process discipline, strong secretariat expertise, and standardisation capabilities. You will lead on template standardisation, document control, and SharePoint/MS Teams administration, architecting self-service repositories that actively reduce administrative burdens across our delivery community.

This is an excellent opportunity for a Programme Management Officer who wants to make a meaningful impact in a large, purpose-led housing organisation, acting as an internal consultant to support project teams, maintain a reliable 'single source of truth', and ensure strategic outcomes are delivered for our residents and colleagues.

If successful, you will report into the Senior Programme Manager - PMO within the Transformation & Change Delivery PMO, working alongside Portfolio Managers, Project Managers, and cross-functional teams to drive data integrity and delivery performance across L&Q.

Your impact in the role:
  • Upholding governance standards and framework adherence across all live projects and programmes in the Transformation & Change portfolio.
  • Serving as the quality assurance gatekeeper for status reports, stage-gates, change controls, and RAID logs, challenging and returning substandard inputs up to senior leadership level.
  • Delivering executive-level secretariat support for Delivery Working Groups and governance forums, independently tracking actions and escalations.
  • Administering PMO infrastructure (SharePoint and MS Teams), driving template standardisation, document control, and self-service efficiency.
  • Synthesising management information (MI) and data packs for senior leadership review, resolving data quality gaps and establishing a single source of truth.
  • Partnering cross-functionally with internal enabling functions and external delivery partners to align project administration and stremline PMO outputs.
What you'll bring:
  • PMO Expertise: Solid experience within a structured PMO environment, with a strong understanding of project lifecycles, stage-gate governance, and RAID management. P3O, PRINCE2, Agile PM, or MoP certifications are desirable.
  • Tooling & Infrastructure Proficiency: High proficiency in Microsoft 365 (advanced SharePoint administration, MS Teams, Excel). Experience with Power BI, Power Automate, or dedicated PMO tools for automation is highly advantageous.
  • Secretariat & Facilitation Skills: Strong track record in corporate secretariat duties, including agenda setting, minute-taking, action tracking, and high-level meeting facilitation.
  • Process Standardisation & Risk Management: Ability to streamline manual processes and standardise templates (familiarity with Lean Six Sigma or change methodologies is beneficial).
  • Communication & Influencing: Excellent interpersonal skills, with the ability to build persuasive narratives, present key insights clearly to senior stakeholders, and challenge constructively when required.
  • Benefits Realisation Knowledge: Awareness of Benefits Realisation frameworks to support project leads in tracking outcomes.
